Rainey Center Appoints Bill Dunne as Chief Operating Officer

Wahington, DC — Rainey Center announced today the appointment of Bill Dunne as Chief Operating Officer. Bill is an accomplished, data-driven executive with more than a decade of experience leading and optimizing operations across complex political and commercial organizations.

Throughout his career, Bill has partnered with senior leadership and key stakeholders to drive operational efficiency, manage enterprise-level relationships, and support large-scale initiatives for national organizations, trade associations, nonprofit entities, and high-growth enterprises.

Most recently, Bill served as Chief Operating Officer at Data Trust, where he led the organization through significant operational change and restructuring. In this role, he oversaw enterprise partnerships, aligned major vendors with strategic clients, managed large-scale budgeting and organizational operations, and led initiatives to strengthen cybersecurity and risk management infrastructure.

Previously, Bill held senior leadership roles at the Republican National Committee, including Director of Absentee and Early Voting. In that capacity, he served as the organization’s primary authority on election calendars and regulatory timelines, coordinating cross-functional teams and advising state-level partners on complex voter registration and balloting requirements nationwide.

Bill earned his bachelor’s degree from Lehigh University, where he was a Division I swimmer and team captain. He is based in Bethesda, Maryland, where he lives with his wife, their twin children, and their dog, Otis.
