SPOKANE VALLEY, WA –Pre-rolls have become the best-selling cannabis category in the United States by units sold, passing flower for the first time. Even so, most producers cannot justify a six-figure investment to automate. RollCraft, the craft-focused brand of pre-roll automation maker STM Canna, is closing that gap with a complete fill-and-close line priced below $30,000.
In 2025, pre-rolls generated $3.6 billion in revenue across more than 383 million units, with unit sales climbing 18.6% year over year. That is the fastest growth of any major cannabis category and represents a 15.9% share of the market, according to the Custom Cones USA “State of the Pre-Roll Market 2026” report, which draws on Headset sales data. By comparison, the broader cannabis market expanded only 1.5% over the same period.
Demand is strong, but capital remains scarce. A federal order in April 2026 moved state-licensed medical cannabis to Schedule III, removing it from IRS Section 280E. Adult-use operators, who make up the larger portion of the market, remain classified under Schedule I and continue to shoulder the full 280E tax burden. A broader rescheduling hearing is set to open June 29, 2026, with the outcome still uncertain.
For craft and smaller producers, commercial pre-roll automation has long been out of reach, since all-in-one systems often start at $120,000 and climb from there.
