MILWAUKEE, WI, UNITED STATES — The Town of Cedarburg Planning Commission recommended denial of a proposed 13.2-acre private ski lake on December 18, 2024, with commission members citing community opposition data compiled by Save Cedar Creek LLC as a significant factor in their decision.
The commission urged denial of all three elements of the Gauthier family’s request — rezoning, conditional use permit, and land division. The project would have drawn water from Cedar Creek and nearby aquifers to support a private recreational lake.
According to local reports from TMJ4 and CBS58, Planning Commission members specifically pointed to the extensive petition signatures and related data presented by Save Cedar Creek during their decision process.
Save Cedar Creek LLC, established in November 2024, recorded 3,240 petition signatures opposing the development, including 1,266 signatures from residents of the Town of Cedarburg.
The grassroots effort reached 1,009,551 unique Wisconsin residents over six weeks by applying data-driven community organizing strategies.
Kevin Cahill, founder of Save Cedar Creek LLC and a Town of Cedarburg resident whose property borders Cedar Creek, applied marketing systems from his professional background to track campaign metrics including petition signatures, public meeting attendance, yard sign distribution, and digital reach.
On a modest budget of $9,000, the campaign connected with roughly one in three voters statewide.
The Town of Cedarburg Board is set to make the final call on the proposal at a meeting in January 2025.
“The Planning Commission examined the data, heard from residents, and recommended denial based on the information presented,” Cahill said. “This shows that organized community action and clear data can impact local government outcomes.”
Save Cedar Creek has also pointed to potential violations of Wisconsin statutes and federal endangered species protections involving documented populations of bald eagles, Northern Long-Eared Bats, and Hines Emerald Dragonflies in the area. The group has raised concerns about the approval process and public notice procedures as well.
