245-acre energy-backed Jordan campus provides a pathway to approximately 400 MW while addressing critical AI infrastructure constraints, including power availability, time-to-deployment, connectivity, scalability and data sovereignty
HOUSTON — Mindstream, LLC d/b/a Mindstream Energy (“Mindstream”) today announced that it is actively engaging qualified Neocloud, hyperscale, sovereign and large-scale AI/HPC customers regarding dedicated capacity requirements and phased deployments at its Al-Risha Sovereign AI & Digital Infrastructure Campus in Jordan.
Mindstream is developing Al-Risha across approximately 245 acres with a pathway to scale toward approximately 400 MW as contracted demand develops. The campus combines secured energy resources, on-site power generation, modular high-density infrastructure, dedicated customer environments and resilient international telecommunications connectivity.

Al-Risha was designed around addressing those impediments from the outset.”
Solving the Constraints Facing AI Infrastructure
Mindstream’s Al-Risha model directly addresses several of the most significant challenges confronting Neoclouds, hyperscalers and sovereign compute customers:
- Power availability: Al-Risha is being developed adjacent to substantial domestic energy resources with secured long-term natural gas supply and on-site generation, reducing dependence on increasingly constrained utility grids.
- Time-to-power and deployment: Modular infrastructure allows capacity to be deployed incrementally around customer requirements rather than waiting years for conventional large-scale data center construction and grid expansion.
- Scalability: The approximately 245-acre campus provides a pathway toward approximately 400 MW, allowing customers to begin with an initial deployment and expand as compute requirements grow.
- High-density AI infrastructure: Power distribution, cooling, redundancy and modular AI/HPC environments can be configured around GPU density and customer-specific operating requirements. Recirculating cooling eliminates the need for external water resources.
- Sovereignty and security: Dedicated customer zones can provide independent power, connectivity, physical security and controlled infrastructure environments for governments, sovereign entities and regulated enterprises requiring greater control over their data and compute.
- Capital efficiency: Mindstream intends to build around contracted customer demand rather than construct a speculative 400 MW facility ahead of committed requirements.
From Sovereign Jordan Connectivity to Global Digital Markets
A critical component of Al-Risha’s positioning is its telecommunications architecture.
Through its strategic relationship with Orange Jordan, Mindstream is developing a planned 2N resilient, low-latency fiber architecture supporting sovereign connectivity within Jordan while also providing access to Orange Jordan’s extensive regional and international telecommunications network.
Through connections to major submarine cable systems and international routes, Al-Risha is positioned to reach customers and digital markets throughout the MENA region, Europe, India and neighboring countries, including markets entering new periods of reconstruction, modernization and infrastructure investment.
This broader connectivity means Al-Risha is not being developed solely to serve Jordan. It is designed as a regional energy-to-compute platform capable of supporting AI and digital infrastructure requirements across multiple markets.
“Energy without connectivity does not create an AI infrastructure platform,” Thimmig said. “Our relationship with Orange Jordan allows us to combine large-scale energy availability with resilient sovereign connectivity inside Jordan and extensive international reach beyond it. That significantly expands the addressable market for Al-Risha.”
Infrastructure Designed Around the Customer
Rather than requiring customers to adapt to a predetermined facility, Mindstream intends to configure deployments around specific requirements for MW capacity, GPU density, cooling architecture, redundancy, telecommunications, security and expansion.
The platform is designed to support Sovereign AI, GPU clusters, model training and inference, HPC, cloud infrastructure and other compute-intensive workloads.
Jordan’s strategic geographic position, government support for technology investment and significant investment incentives further strengthen the Al-Risha proposition.
Mindstream is now engaging qualified Neocloud operators, hyperscalers, sovereign entities, governments and large-scale AI/HPC customers regarding initial and future capacity requirements.
