The Millennium Project Releases Future AI–AGI: Issues, Governance, Scenarios — What the World Must Understand About AI to Create an Extraordinary Future and Prevent the Greatest Threat in Human History

The views of 55 leading AGI leaders from around the world on 22 questions vital to our future — plus national and international regulations and governance options assessed by 335 futurists, diplomats, and a range of AGI experts from 65 countries, and five detailed global scenarios for how the transition to Artificial General Intelligence could go well, or badly.

WASHINGTON, D.C. –The Millennium Project today released Future AI–AGI: Issues, Governance, Scenarios, the most extensive overview to date of expert judgments worldwide — in clear, readable language — on the most consequential and complex issue humanity has ever faced. Within the next few years, we may confront multiple artificial intelligences more capable than ourselves. They could manage much of the infrastructure of civilization, freeing humanity to invent the next great saga of human existence — or they could leave us behind, as the Neanderthals were left behind. Both futures are possible. Which one we get depends on decisions being made now.

Governing Artificial General Intelligence (AGI) may be the most difficult management problem humanity has ever faced. Stuart Russell — author of the world’s leading AI textbook and one of the 55 AI leaders whose views appear in the report — puts it bluntly: “Failure to solve the AGI governance problems before proceeding to create AGI systems would be a fatal mistake for human civilization. No entity has the right to make that mistake.”

So far, the world is on the road to making exactly that mistake. Future AI–AGI is designed to change course — giving policymakers, business leaders, and citizens the understanding needed to manage these issues with wisdom, both nationally and internationally, while there is still time.

Future AI-AGI is organized into three sections:

Critical Issues and Answers:  22 key questions about the transition from today’s narrow AI to AGI, addressed by 55 leading AI develops, such as Sam Altman, Demis Hassabus, and Elon Musk; and computer scientists (such as Stuart Russel and Yoshua Bengio).

National and Global Governance: 40 potential regulations and guidelines for governance of AGI and 5 global governance models were assessed by 335 futurists, diplomats, and a range of AGI experts from 65 countries.

2035 Scenarios: Five detailed global alternative pathways for how AGI governance could unfold.

“If we get the initial conditions of AGI right, it could usher in the greatest advance in human capability in history,” said Jerome C. Glenn, CEO of The Millennium Project and the report’s lead author. “If we get them wrong, there may be no second chance. This report is about getting them right.”

About The Millennium Project

The Millennium Project is an independent, non-profit global participatory futures research think tank of futurists, scholars, business planners, and policymakers who work for international organizations, governments, corporations, NGOs, and universities. It has over 70 Nodes (groups of institutions and individuals) around the world and three regional networks (Europe, Ibero-America, and South Asia) that identify long-range challenges and strategies and initiate foresight studies, workshops, symposiums, and advanced training. More than 4,500 experts have participated in The Millennium Project’s research since its founding in 1996. Its mission is to improve thinking about the future and make those insights available through a variety of media, accumulating wisdom about the future for better decisions today. The Project produces the State of the Future reports, the Futures Research Methodology series, and over 70 special futures studies.
