The World of Turks: Cultural Nationalism, Three-Pillared Union Architecture, and the Turk Peace Zone
I. A New Beginning in an Era of Historical Rupture and Deglobalization
The international system is passing through a profound “historical rupture” where neoliberal globalization has given way to deglobalization, shaking geopolitics, political economy, and meaning systems with simultaneous crises. In this multipolar conjuncture, classical models of unity formulated under twentieth-century communication and geographical constraints can no longer address contemporary realities.
Today, the Turk nation is a vast civilizational basin comprising sovereign states, the Turkish Republic of Northern Cyprus, stateless Turk communities struggling under assimilation or minority status, and a global diaspora. Where state-centric diplomatic mechanisms remain constrained, the Global Council of Turk Communities and Heritage (GCTCH) emerges as an overarching civil intellect and grassroots solidarity platform.
II. Theoretical Foundation: Cultural Nationalism and Self-Confidence
GCTCH places the doctrine of Cultural Nationalism (Harsî Milliyetçilik) at its core, rejecting biological racism, chauvinism, and irredentism. It defines the nation through shared language, history, ethics, and upbringing (terbiye). Grounded in the epistemological balance between authentic culture (hars) and universal civilization (medeniyet), the Council fosters unshakeable cultural self-confidence among all Turk communities.
III. Discursive Sovereignty: “Turk” and the “World of Turks”
Cultural independence begins with conceptual sovereignty. GCTCH adopts a clear epistemological stance against colonial terminologies:
- “Turk” Instead of “Turkic”: We reject divisive identity engineering that reduces Turk peoples to separate ethnic groups merely speaking related languages; all peoples of Turk lineage share the supra-identity of “Turk.”
- “World of Turks” Instead of “Turkic World”: We dismantle hierarchical orientalist perceptions, adopting “World of Turks” (Türkler Dünyası) to encompass sovereign and non-sovereign communities equally.
- Restoration of Toponyms: We utilize historical toponyms such as Turkestan, East Turkestan, Turan, and Türk Eli, alongside historical geographic identifiers (Kashgari, Urmian, Tabrizi, Bakuvi, Istanbullu, Konyalı, Almatian, Bishkeki, Ashgabati, and Crimean) preserving the overarching “Turk” identity.
IV. Structural Architecture: Three Pillars and One Foundation
To transcend artificial borders and bridge the gap between sovereign and stateless Turks, GCTCH proposes a polycentric integration model structured upon three pillars resting on a single foundation (“Unity in Language, Thought, and Action”):
- The Oghuz Union (Western Pillar): Centered on the Republic of Türkiye, encompassing Azerbaijan, Turkmenistan, TRNC, Southern Azerbaijan, Iraqi/Syrian Turkmens, Gagauzia, and Balkan communities.
- The Qarluq Union (Central / Turkestan Pillar): Centered on the Republic of Uzbekistan in Turkestan, integrating East and South Turkestan Turks.
- The Qipchaq Union (Northern Pillar): Centered on the Republic of Kazakhstan, uniting Kyrgyzstan, Volga-Ural, Nogai, Dagestan, and Siberian Turk communities.
