Sumter, South Carolina — Pietas Coalition Corporation, in alignment with JET2020 LLC and in collaboration with DataTell, LLC and Operation Freedom, announced continued development of the Vigilance Index (working title), a prevention-focused data platform designed to strengthen early awareness and community response to risks associated with underage exploitation.
The initiative reflects a growing emphasis on prevention, supporting communities, educators, and stakeholders with tools that help recognize patterns earlier and respond with greater clarity.
“Prevention requires more than awareness. It requires structure,” said Eugene Tossany, owner of Pietas Coalition. “The Vigilance Index is being developed to help communities make sense of risk signals before they escalate, while remaining grounded in real-world conditions.”
JET2020 LLC, serving as the technology extension of Pietas Coalition, is leading platform ownership and development strategy, ensuring the system is scalable, adaptable, and aligned with long-term prevention objectives.
DataTell, LLC is serving as the technical development partner, supporting the platform’s infrastructure and overall data environment. Their role includes building and configuring the system architecture to ensure reliability, usability, and scalability as development progresses.
Operation Freedom is contributing as a prevention intelligence partner, providing advisory support to help inform how the platform evolves. Their input helps ensure the system remains grounded in real-world conditions while maintaining a clear prevention focus.
Development is progressing through a phased approach:
- A completed UX prototype, establishing the platform’s user experience and framework
- An active beta prototype phase, integrating structured data inputs and case-informed insights
- A pilot deployment in Sumter County, serving as a co-development environment for refining the platform in a real-world community setting
The Sumter pilot is not intended as a one-size-fits-all model, but rather as a practical testing ground, allowing the platform to evolve with input from local conditions, community engagement, and stakeholder feedback. As the system matures, insights from this pilot may help inform how similar approaches could be adapted in other jurisdictions.
The Vigilance Index is being designed as a complementary tool, not a replacement for existing systems. Its purpose is to strengthen the prevention layer by providing earlier visibility into patterns that may otherwise go unrecognized.
Pietas Coalition emphasized the importance of alignment with ongoing efforts across the state.
