Single-AHJ local permitting and a targeted 20-to-30-month BTM route lead a coordinated set of power, gas, utility, water, fiber, environmental and site-development workstreams whose remaining risks have been identified and bounded to protect capital and accelerate first revenue.

NEW BOSTON, Texas – Potentia Development LLC today announced the formal market launch of Project Big Pine, a large-scale artificial intelligence and high-performance computing infrastructure opportunity at TexAmericas Center in Bowie County, Texas. Potentia is commencing a structured engagement process with qualified hyperscale, AI/HPC, neocloud, data-center, infrastructure and energy counterparties seeking an underwritable path to large-scale operating power and first revenue with material development risks already identified, advanced and bounded.

Project Big Pine is being brought to market as a coordinated risk-bounding platform rather than a conventional land offering. The thesis is not that development risk disappears; it is that each material risk should be identified, supported by evidence, assigned to a defined workstream and bounded by a known decision, dependency or counterparty before capital enters the most intensive phase of development.
Potentia has advanced the interdependent site, power, permitting, fuel and supporting-infrastructure pathways in parallel so the residual risks can be evaluated, priced and configured around a qualified offtaker rather than left open-ended.

Site control is established, and core site, environmental and development due diligence has been completed.
The resulting diligence package positions a qualified offtaker to proceed into client-directed site planning, engineering and construction-document development rather than restart raw-land qualification. The completed baseline can be supplemented and refined around the selected user’s technology, reliability, cooling, security, insurance, financing and operating requirements.

BTM-first power targets initial energization in 20 to 30 months

Potentia is targeting initial energization approximately 20 to 30 months after execution of a qualifying offtaker commitment. The BTM solution is being advanced as an integrated fuel-to-power system, pairing the selected generation technology with the necessary gas-lateral infrastructure, air-authorization pathway, electrical systems, equipment procurement, financing and construction workstreams. The target will be validated against the selected offtaker’s technical requirements and credit profile.

Project Big Pine is located within the Southwest Power Pool footprint, not ERCOT. Its first-power strategy is based on islanded behind-the-meter generation and therefore is not dependent on the grid-connection process, however BTM power architecture is being engineered so a future grid interconnection can be added without redesigning the core electrical architecture. Permanent utility service is being advanced separately through AEP subsidiary Southwestern Electric Power Company (SWEPCO) and the applicable SWEPCO and SPP study processes.

The launch comes as Texas intensifies scrutiny of data-center power and water requirements. In an August 3, 2026 directive, Governor Greg Abbott stated that ERCOT was considering approximately 474 GW of requests to connect to the Texas grid, with approximately 90 percent of new requests associated with data centers, and directed that data centers advancing through ERCOT’s interconnection process be audited before additional projects move forward.

Single-AHJ permitting compresses the local approval path

TexAmericas Center serves as the single local authority having jurisdiction for land use and local construction permitting on its property. Under TAC’s design-professional certification model, construction documents sealed by a licensed Texas architect or engineer of record as compliant with TAC’s adopted International Building Code version and land-development requirements can move through local permitting within days rather than months, depending on project complexity and completeness. State, federal, environmental, air, utility and other external approvals remain governed by their respective requirements. Project Big Pine is
located within TAC’s (TAC) heavy-industrial zoning; with Data Centers & AI Technology Facilities and Electrical Power Generating Plants as approved uses under TAC Land Use Policy

Bowie County’s attainment-area status provides a more direct starting point for evaluating gas-fired BTM generation than a nonattainment location, although the ultimate authorization pathway will depend on the selected technology, emissions profile and configuration. Potentia will carry the applicable air-quality workstream forward with the selected energy developer and offtaker.

Documented 345 kV headroom and a phased utility pathway

The site is adjacent to 345 kV transmission infrastructure where AEP-SWEPCO’s screening has identified transmission headroom supporting a potential phased pathway to 800 MW of utility service: 300 MW beginning in Q2 2032, an additional 200 MW in Q2 2034 and an additional 300 MW in Q2 2036. Delivery remains subject to the applicable utility and SPP study processes, required system improvements, definitive agreements and customer credit or security requirements.

The utility pathway is intended to complement, not delay, the BTM-first strategy. The power architecture is being advanced on a modular basis so additional generation blocks can be incorporated without fundamental redesign of the core electrical architecture, protection philosophy or reserved utility-yard layout. Final generation technology and redundancy will be set with the selected operator.

Gas laterals, water and fiber are key enabling workstreams

The BTM strategy depends on delivering fuel at the volume, pressure, reliability and schedule required by the selected generation fleet. Multi-gigawatt natural-gas delivery concepts have been advanced with leading interstate pipeline operators for a lateral serving the project, proposed routes and available gas volumes confirmed. Engineering feasibility and commercial proposals have been developed, while definitive transportation, construction and operating agreements will be structured around the selected offtaker’s requirements.

Water and fiber are similarly treated as essential operating dependencies rather than ancillary site attributes. Regional raw- and treated-water infrastructure is extended to the site, and multiple carrier routes provide connectivity to the project area. Final water allocation, cooling design, fiber capacity, route diversity, service levels and connection engineering will be established around the selected operator. Existing conditions, counterparties, design assumptions, dependencies and next-step decisions have been identified, converting open-ended qualification into client-specific finalization.

Market engagement

Potentia’s market process seeks an anchor operator or creditworthy offtaker and the development, energy and infrastructure counterparties needed to convert the existing platform into a client-specific, executable campus plan. Land, campus-development and BTM energy arrangements can be structured around the selected party, subject to diligence and definitive agreements.

Qualified parties will be invited to assess the project’s risk-bounding record, diligence package, power and infrastructure evidence, commercial framework and client-directed development path. Potentia is prioritizing counterparties whose deployment requirements place a premium on capital protection, time to power, modular growth, reliability and an evidence-based path to execution and first revenue.
